move some of the common stuff to the sqlite dir
not strictly sqlite related, but hey

apps using it must define
• -DNFOTISER to get the extra externs (strlcpy, etc.)
• -DNFOTISER_foo to get your own externs (e.g. NFOTISER_CREATE
  for these from categories.c and dbscheme.S)
  XXX this might better be in a directory-local one

• add the database scheme as a string to the source
• data.h -> extern.h, it'll contain prototypes of functions etc. too
• add protos for fgetln(3), strlcat(3), strlcpy(3) which are missing
  on glibc and thusly added to the build (from ../paxmirabilis/)

first draft of the actual database scheme

runs through without syntax errors; feel free to point out
any semantical errors or other improvements to me, as I know
barely enough SQL for a select statement and can't even do
insert without having the docs in front of me…
